Asbestos coordination for Palm Beach County demolition

In Palm Beach County, asbestos notices go to the Florida Department of Health, not to FDEP. Even some city forms disagree on that. We arrange a licensed survey, file with DOH-Palm Beach, and coordinate licensed abatement before demolition.

The Florida Department of Health in Palm Beach County enforces the federal asbestos NESHAP rules here. Notice is postmarked or delivered at least 10 working days before a regulated demolition, with the survey attached, and it is required even when no asbestos is found. County code requires the Health Department’s written approval before that demolition begins.

Condominiums and co-ops are always covered. Isolated residential buildings of four or fewer units are usually excluded, unless they were ever used commercially, are demolished as part of a commercial or public project, or share one site with others under common ownership. County-owned buildings file with FDEP’s Southeast District.

Romco is not an abatement contractor. Asbestos consultants and abatement contractors are licensed under section 469.003, Florida Statutes. An independent licensed consultant performs the survey, a licensed abatement firm removes the material, and we hold the sequence so demolition starts only after clearance.

Send the building type, the year built and any prior survey. We will tell you what the notice rule is likely to ask and arrange the licensed work.

Sequence

  1. Collect building records, prior surveys and the year built.
  2. Engage an independent licensed asbestos consultant for the survey.
  3. File the Notice of Demolition or Asbestos Renovation with DOH-Palm Beach, with the survey and fee.
  4. Engage a licensed abatement firm to remove regulated material.
  5. Obtain clearance and the Health Department’s written approval where required.
  6. Release the building for demolition.

The usual problems

What tends to go wrong, and how it is handled

Filing with the wrong agency

Delray Beach’s affidavit points to FDEP, while Greenacres’ form points to the health department. For buildings that are not county-owned, the enforcing office is DOH-Palm Beach, and that is where we file.

Asbestos found mid-demolition

It turns up in places no one looks. A 2018 Palm Beach Post report said an asbestos inspection ahead of the Harvin Center demolition in Royal Palm Beach found asbestos in the roof-line flashing. A full pre-demolition survey is the control.

Lead paint left for later

Some towns ask about it on the same form; Highland Beach uses an Asbestos and Lead Paint Notification Statement. We raise it at the survey stage.

A notice clock started late

The 10-working-day lead time counts Monday through Friday. We file as soon as the survey is complete and set the demolition date around it.

Outside our license

Romco does not perform asbestos surveys or abatement. Surveys come from independent licensed consultants and removal from licensed abatement contractors under s. 469.003, F.S. Fees and exemptions are set by the Health Department, and we confirm them on each file.

Questions

About asbestos coordination

Does my single-family teardown need an asbestos notice?

Usually not, if it is an isolated house of four or fewer units, never used commercially, and not demolished as part of a commercial or public project. Several cities, including Boynton Beach, Wellington and Lantana, still ask for an asbestos notification form with the demolition permit, so the city file may need one even when the Health Department does not.

Where is the Palm Beach County notice filed?

With the Asbestos Program Coordinator at the Florida Department of Health in Palm Beach County, 800 Clematis Street, West Palm Beach, or electronically through the state portal. The 10-working-day lead time applies either way. County-owned buildings file with FDEP’s Southeast District.

What does a demolition cost, and what moves the number?

We do not publish prices, because the number depends on what surrounds the building. The main drivers are structure type and size, asbestos findings, truck access, the permit and utility requirements for the address, any below-grade work, and the haul to SWA-permitted facilities. Local rules move it too: the Town of Palm Beach requires a bond of the demolition cost plus 35%. Send the survey and photos, and we will price it.

Do you quote demolition of any size?

Yes. Size never rules a job out: we price everything from a single shed or an interior strip-out to a commercial site or a concrete tower. Every job is priced from the same questions: which department issues the permit, what the asbestos rules require, which utility releases are needed, and in what sequence the structure comes down. Send what you have, and we will say what else we need.

Is Romco licensed, and who does the specialty work?

Romco Builders is a licensed Florida general contractor. We self-perform demolition, dewatering, Support of Excavation and deep foundations. Asbestos surveys come from independent licensed consultants and removal from licensed abatement firms. Utility disconnects, tree removal, electrical, plumbing, fire sprinkler work and engineering go to the licensed parties for those trades, and we coordinate them under one schedule.

Order of work

From first call to closed permit

  1. Call or send the form

Give the address, what is coming down and anything that must be protected. Photos or a survey help.

  2. Walk the property

We check the structure, live services, truck access, trees, the seawall or neighbor close by, and any association rules.

  3. Scope and price in writing

Removal, protection, haul-off and anything that depends on the asbestos survey are listed line by line.

  4. Notices, letters and permit

The licensed asbestos survey and any health department notice, the utility releases, then the application to the right building office.

  5. Take it down and haul it out

Work runs in the agreed order. Loads go to Solid Waste Authority–permitted facilities, or the hauler your city requires.

  6. Final inspection and close-out

The inspector signs off and the permit closes. You keep a graded lot or the shell you asked for.
