Interior demolition in Palm Beach County
Interior jobs in Palm Beach County tend to stall on paper before they stall on drywall. Condos and co-ops never get the small-residential asbestos exemption, and an unincorporated interior permit rides on the remodel permit behind it. We sort both first.

Under the county’s demolition procedure, PPM PB-O-110, an interior-only demolition permit is issued only while an improvement permit is in process, unless a supervisor approves otherwise. Interior demolition already shown on an issued remodel permit needs no separate demolition permit. Cities write their own rules, so we confirm the route with the building department that holds your address.
On the island, the Town of Palm Beach allows interior demolition during its winter season only when the demolition and the debris removal are both finished within three days. That rule decides how a strip-out is phased: trades, containers and the haul route are booked around it, and larger scopes move past March 31.
In a tower, the building itself is the constraint. Association rules on elevators, hours and protection of common areas sit on top of the permit. Any change to the fire sprinkler or alarm system is work for a licensed fire contractor, and we write that coordination into the scope before pricing it.
Send the floor plan, the association’s contractor rules and photos of each room. We will price the strip-out to the line you mark.
Sequence
- Walk the space with the floor plan and mark what stays.
- Arrange a licensed asbestos survey and file any notice with DOH-Palm Beach.
- Confirm the permit route with the building department for the address.
- Have licensed electrical and plumbing contractors isolate the work area.
- Protect common areas, then strip out to the marked line.
- Haul debris to an SWA-permitted facility and leave the space ready for the next trade.
The usual problems
What tends to go wrong, and how it is handled
Asbestos found after the walls are open
Ceiling texture, flooring mastic and pipe insulation can all contain it. We arrange a licensed survey before the scope is fixed, so any health department notice and abatement come before demolition rather than in the middle of it.
A permit filed against the wrong job
In unincorporated areas, PB-O-110 ties the interior permit to the improvement permit. We file the strip-out with the remodel so the inspections line up.
The island’s seasonal limit
Town of Palm Beach rules allow in-season interior work only when demolition and haul-out finish within three days. Scopes that cannot meet that are scheduled after the season ends.
Damage to finishes that stay
Floors, elevators and corridors outside the scope get protection listed item by item in the quote, so the association can see what is covered.
Outside our license
Electrical, plumbing and fire sprinkler disconnects are licensed trades we coordinate, not perform. Asbestos is surveyed by an independent licensed consultant and removed by a licensed abatement firm. Association approval is obtained by the owner or tenant; we do not assume it.
Questions
About interior demolition
Does gutting a single condo unit bring in the asbestos rules?
Condominiums and co-ops are covered by the asbestos rules in Palm Beach County; the exemption for small residential buildings does not reach them. Whether a written notice is due depends on what the survey finds and how much material is disturbed. The Florida Department of Health in Palm Beach County makes that call, and we file what it asks for.
Can we strip out a Town of Palm Beach apartment in January?
Only if the interior demolition and the debris removal are both finished within three days, under Town Code Sec. 18-112. Anything larger waits until the season ends on March 31. We confirm the current rule with the Town’s Planning, Zoning and Building Department before booking.
What does a demolition cost, and what moves the number?
We do not publish prices, because the number depends on what surrounds the building. The main drivers are structure type and size, asbestos findings, truck access, the permit and utility requirements for the address, any below-grade work, and the haul to SWA-permitted facilities. Local rules move it too: the Town of Palm Beach requires a bond of the demolition cost plus 35%. Send the survey and photos, and we will price it.
Do you quote demolition of any size?
Yes. Size never rules a job out: we price everything from a single shed or an interior strip-out to a commercial site or a concrete tower. Every job is priced from the same questions: which department issues the permit, what the asbestos rules require, which utility releases are needed, and in what sequence the structure comes down. Send what you have, and we will say what else we need.
Is Romco licensed, and who does the specialty work?
Romco Builders is a licensed Florida general contractor. We self-perform demolition, dewatering, Support of Excavation and deep foundations. Asbestos surveys come from independent licensed consultants and removal from licensed abatement firms. Utility disconnects, tree removal, electrical, plumbing, fire sprinkler work and engineering go to the licensed parties for those trades, and we coordinate them under one schedule.
